If this is your case as well, it probably means that your physical version is USA version and buying the USA DLC from that store should fix it. When I did this with my account configured for the EU eshop, I got an error, when I configured the USA eshop, doing this I got redirected to the game in the USA eshop. Recently the BoI DLC Repentance released and being a big fan myself I downloaded it today, eager to finally play the expansion that Ive been waiting since. This happened to me and it was because I got the US Version (published only by Nicalis, NOT heads-up) of the BOI Afterbirth+, so the DLCs from the EU eshop weren't working from me.
